Article 14.--RECONSTRUCTION OF BRIDGES

      68-1402.   Same; separate contracts for each bridge;sealed bids;surveys and plans.The reconstruction, improvement, removal and relocation of bridges orapproaches thereto provided for in this act shall be by written contractseparately made and awarded as to each bridge, to the lowest responsiblebidder, upon sealed proposals, based upon plans and specifications thereforon file in the office of the county clerk of the county. The countysurveyor of the county, when so directed to do by the board of countycommissioners, shall make all necessary surveys and investigations andprepare plans and specifications for the reconstruction, improvement,removal or relocation of any bridge or the approaches thereto, and gradeseparation structures connected therewith, together with an estimate underoath of the cost thereof, and file such plans, specifications and estimatein the office of the county clerk of the county. No contract shall beawarded for any such improvement at a price in excess of said estimatedcost.

      The board of county commissioners shall have power, if they deem itnecessary, to employ engineers to assist the county surveyor in preparingplans and specifications or superintending the construction of suchimprovements, and to pay such engineers out of the proceeds of bonds issuedon account of the cost thereof. After considering and approving plans andspecifications, prepared and filed as aforesaid, the board of countycommissioners shall advertise for three consecutive weeks in the officialcounty paper for sealed proposals for the construction of such improvementsor works, in accordance with the plans and specifications therefor. Theboard of county commissioners shall require any contractor to whom any suchcontract is awarded to enter into a written contract, and to secure theperformance thereof by a bond signed bya surety company. Allbids for the construction of any such improvement or work shall bepresented simultaneously to the board of county commissioners and openedforthwith by them, in the presence of the public and all bidders present.
