Article 20.--TOLL ROADS OR TURNPIKES

      68-20,120.   Secretary of transportation, feasibility of new toll projects;factors to be considered; funding.(a) In addition to other powers and duties granted to thesecretary of transportation, the secretary of transportation maystudy the feasibility of constructing a new tollproject orturnpike project or designating existing highways or any portion of suchhighways as a toll project or turnpike project.

      (b)   The study of the feasibility of such toll project or turnpike projectshall include, but not be limited to:

      (1)   The total cost of such project;

      (2)   a determination of the funding of such projects, including the use ofone or a combination of public funds, private funds or toll revenues;

      (3)   a determination of the duration of the collection of tolls on suchprojects and if such projects are to become toll-free, a projected date whensuch projects would become toll-free; and

      (4)   such other data deemed necessary by the secretary for a determinationof the project's feasibility.
