68-409. Plans and specifications; display.Before advertising for bids for any contract as provided in thepreceding section said secretary shall provide plans and specifications ofthe proposed work or improvement, which plans and specifications shall bedisplayed for the inspection of bidders at the office of such secretary andin the office of the county clerk in the county or counties where work isto be done at least fifteen days before the time for receiving bids.
