      68-710.   Application of act to pending proceedings.The provisions of this act shall apply in all cases where theimprovement of a highway has been petitioned for or machinery heretoforepurchased, under the provisions of chapter 265 [*], Laws of Kansas of 1917,or chapter 246 [*], Laws of Kansas, 1919, or amendments thereto, but whichprojects have not been completed prior to the taking effect of this act.
