      71-1406.   Change of method of election, how determined.(a) Determination of any community college to change from one method ofelection to another method of election shall be by either one of thefollowing:

      (1)   The board, by a majority vote of the members-elect thereof, mayadopt a resolution to change the method of election. Such resolutionshall specify the existing method of election, and the proposed methodof election, together with a statement that the change will be made onlyafter the proposed change and plan for change are first approved by thestate board.

      (2)   The board, by a majority vote of the members-elect thereof, mayadopt a resolution to change the method of election. Such resolutionshall specify the existing method of election and the proposed method ofelection, together with a statement that the change will not be madeunless approved by a majority of the electors of the community collegedistrict voting at an election at which the question is submitted. Suchresolution shall state that the plan of change is filed in the office ofthe clerk of the board.

      (b)   Every plan of change shall also state the existing and proposedvoting plan of the community college district, and such voting plan shallbe one of the three voting plans specified inK.S.A. 71-1420, and amendments thereto.
