Article 13.--TEACHERS' LICENSES

      72-1387.   Fees for initial license, renewal orduplication; dispositionof moneys; expenditures from fees fund.(a) Each application to the state board of education foran initiallicense, renewal of a license, a duplicate license or reinstatement of alicense shall beaccompanied by a fee which shall be established by the state board ofeducation as provided by this section.Prior to July 1 of eachyear, the state board of education shall determinethe amount of revenue which will be required to properly administer theprovisions of article 13 of chapter 72 of Kansas Statutes Annotatedduring the ensuing fiscal year, and shall establish theamounts of such fees for such year in theamount deemed necessary for suchpurposes. Such fees shall become effectiveonJuly 1 of each year. The state board of education shall remitall moneys received by or for it from fees, charges or penalties to thestate treasurer in accordance with the provisions ofK.S.A. 75-4215, and amendments thereto. Upon receipt of each suchremittance,the state treasurer shall deposit the entire amount in the statetreasury to the credit of theteacher and administrator fee fund which is hereby created. Moneysin such fund shall be used only for the payment of expenses connected withtheissuance, renewal, or duplication of suchlicenses, and for thekeeping of records by the state department of education. Allexpenditures from the teacher and administratorfee fund shall be made in accordancewith appropriation acts upon warrants of the director of accounts andreports issued pursuant to vouchers approved by the state board ofeducation or by a person or persons designated by it.

      (b)   The certificate fee fund is hereby abolished. All moneys in such fundare hereby transferred and credited to the teacher and administrator feefund.
