      72-4480.   Vocational education schools and technicalcolleges; core indicators of quality performance; data management system;quality performance grants, eligibility and amount.(a) The state board of regents shall identify and approvecore indicators of quality performance for vocational education schools andtechnical colleges and shall establish and implement a data management systemthat includes a process and format for collecting, aggregating and reportingcommon and institution-specific information documenting effectiveness of theschools and colleges in meeting the role and mission thereof.

      (b)   In each fiscal year, commencing with the 2003 fiscal year, eachvocational education school and technical college is eligibleto receive a quality performance grant from the state general fund. If thestate boarddetermines that the school or college has demonstrated effectiveness incomplying with its role and mission statement and has met or exceeded the coreindicators of quality performance for vocational education schools andtechnical colleges identified and approved by the state board, the school orcollege shall receive a quality performance grant in an amount which shall bedetermined by the state board by computing 2% of the amount of postsecondaryaid the school or college received in the preceding fiscal year. Thecomputed amount is the amount of the quality performance grant the school orcollege shall receive for the fiscal year.

      (c)   The distribution of the appropriation for quality performance grants tovocational education schools and technical colleges entitled to such grantsshall be made at a time to be determined by the state board. The state boardshall certify to the director of accounts and reports the amount due to eachvocational education school and technical college entitled to a grant, and thedirector of accounts and reports shall draw a warrant upon the state treasurerin favor of the school or college for such amount. Upon receipt of thewarrant, the treasurer of the school or college shall credit the amount of thewarrant to the general fund.
