Article 9.--SPECIAL EDUCATION

      72-963.   Administration by state board; rules andregulations; stateplan; participation in pilot programs.(a) The state board shall adopt and administer thestate plan. The state board may amend the state plan as necessary. Thestate plan, and amendments thereto, shall be prepared inconsultation with the stateadvisory council for special education provided for in this act.

      (b)   The state board may adopt rules and regulations for administrationof this act andshall adopt rulesand regulations necessary to comply with the federal law and toimplementthe provisions of this act.Any rules and regulations in effect on July 1, 2005, that conflict withfederal law or this act are suspended until amended or revoked by the stateboard.

      (c)   The state board may apply to participate in any pilot program authorizedby the federal law and, if approved, may participate in any such program.
