Page 1 of 1 13A.200 Administrative regulation in contemplation of a statute -- Procedure. An administrative regulation in contemplation of a statute provides a means whereby an <br>administrative body may promulgate and file an administrative regulation following the <br>enactment of a statute authorizing or directing its promulgation by the General Assembly <br>and its approval by the Governor or its becoming law without signature but before the <br>effective date subject to the following: <br>(1) The administrative regulation may be filed any time after signature by the Governor or upon the act becoming law without the Governor's signature but prior to the act's <br>effective date. (2) The administrative regulation may be reviewed, hearings held, and all other steps taken with regard thereto, except for adoption, prior to the effective date of the <br>statute which authorized or directed its issuance. (3) All dates and other procedures which apply to an ordinary administrative regulation shall apply to an administrative regulation in contemplation of a statute. (4) An administrative regulation in contemplation of a statute shall in all other respects be considered as an ordinary administrative regulation.
