The division shall, upon direction of the commission, promulgate administrative <br>regulations requiring manufacturers, users, or storers of hazardous substances to report <br>information concerning inventories and locations of those substances. These <br>administrative regulations shall use, by reference, lists of extremely hazardous substances <br>and forms issued by the United States Environmental Protection Agency or by the <br>Kentucky Emergency Response Commission.
