67A.330 Preservation of employees' rights. From and after the effective date of the urban-county form of government there shall be, <br>with respect to each employee, an inviolable contract between the urban-county <br>government as employer and such employee; and the urban-county government and its <br>employees shall continue to operate under KRS 67A.230 to 67A.330 and all substantial <br>matters contained in the ordinance first adopted hereunder. A repeal or modification of <br>substantial provisions of that ordinance by the urban-county government shall in no wise <br>affect such contract, unless by the mutual consent of the urban-county government and <br>the affected employee. Such contract and right shall not be affected, either directly or <br>indirectly, by an action of the urban-county government, its legislative body, executive <br>officers, citizens or voters, whether under the guise of altering its form of government, <br>adopting a new form of government or classification, abolishing any governmental or <br>municipal entity, and substituting same with another governmental or municipal entity, or <br>any other means whatsoever. The first ordinance referred to in this paragraph shall <br>include, if applicable, any ordinance of a city, county or other municipality existing prior <br>to the adoption of the urban-county form of government which is adopted by the urban-<br>county government for any period of time by its comprehensive plan or ordinance. The <br>said contract shall include, and such actions shall not affect any substantial matter, <br>including procedures and structures, for both pension and merit systems.
