83.420 Incorporation and general powers. The inhabitants of each city of the first class shall constitute a corporation, with power <br>to govern themselves by any ordinances and resolutions for municipal purposes not in <br>conflict with the Constitution or laws of this state or of the United States. In its corporate <br>capacity the city may contract and be contracted with and may sue and be sued. It may <br>adopt a common seal and change it at pleasure or act without a seal. It may acquire <br>property for municipal purposes by purchase or otherwise. It may hold all its property <br>either in its own name or in the name of others, to the use of the city, for the purposes for <br>which the property was granted or dedicated, and may use, manage, improve, sell and <br>convey, rent or lease its property.
