96.910 Declaration of policy of KRS 96.910 to 96.927. The public health, safety and welfare require that new and alternative measures be <br>authorized to encourage, promote, and make more feasible the provision of facilities for <br>the collection, treatment, and disposal of sewage by cities, by sewer service charges <br>established with due consideration for cost of necessary new or additional facilities, <br>benefits received and to be received, and approximate ultimate equality of financial <br>burden.
