147A.140 District preparation of solid waste management plan. In addition to its other powers, each area development district may prepare a solid waste <br>management plan emphasizing regional alternatives for reduction, collection, <br>transportation, and disposal for a local government which authorizes the preparation of <br>the plan, but shall not have authority to implement the area plan.
