177.400 Turnpike projects authorized. In order to provide for the construction of modern express highways or superhighways <br>embodying safety devices, including, when determined by the department to be feasible <br>and necessary, center division, ample shoulder widths, long-sight distances, two (2) or <br>more lanes in each direction and grade separations at intersections with other highways <br>and railroads, and thereby facilitate vehicular traffic, remove many of the present <br>handicaps and hazards on the congested highways in the Commonwealth, and promote <br>the agricultural and industrial development of the Commonwealth, the Department of <br>Highways is hereby authorized and empowered to construct, maintain, repair and operate <br>turnpike projects, and to issue revenue bonds of the Commonwealth to finance such <br>projects.
