All administrative regulations, acts, determinations, and decisions of and by the corporate <br>bodies or instrumentalities of the Commonwealth, advisory committees, interstate <br>compacts, or other statutory bodies, transferred in whole or in part to the Public Health <br>Services Advisory Council and the Advisory Council for Medical Assistance, shall <br>remain in effect as the administrative regulations, acts, determinations, and decisions of <br>the cabinet unless duly modified or repealed by the secretary.
