All individuals transporting or holding persons under KRS Chapter 202A, 202B, or 645, <br>shall use the least restrictive level of restraint consistent with the person's needs. The <br>Cabinet for Health and Family Services shall promulgate administrative regulations <br>subject to the provisions of KRS Chapter 13A which shall include guidelines addressing <br>the person's need for privacy, particularly when being restrained, and the person's ability <br>to communicate by phone at the earliest opportunity available.
