Section 6-103 - Single parent services program.

§ 6-103. Single parent services program.
 

(a)  In general.- With the advice of the Secretary of Health and Mental Hygiene, the Secretary of Human Resources shall establish in each local department a single parent services program to carry out the policies set forth in § 6-102 of this title. 

(b)  Availability of services.- The single parent services provided under this program shall be available to any single youth who is: 

(1) pregnant; 

(2) at risk of parenthood; or 

(3) the parent of a child under the age of 3 years. 

(c)  Powers and duties of Department of Human Resources.- The Department of Human Resources shall: 

(1) adopt rules, regulations, and guidelines for the program in each local department; 

(2) continuously monitor and evaluate the effectiveness of the single parent services program; 

(3) to the extent possible, use grants from federal, State, and other public and private sources to fund the single parent services program; 

(4) to the extent possible, coordinate delivery of education, health care, mental health care, employment services, and child day care services to single parents by public and private agencies; and 

(5) provide funds for training persons needed to provide adequate services.
