Energy savings in state building projects beyond financingobligation, how deposited--criteria to be established for projectedsavings--report due when.

8.805. 1. For the first three years of each completedenergy efficiency project for state buildings, to the extent thatthere are energy savings beyond payment of the financingobligation, required reserves and other expenses associated withproject financing, one-half of the energy savings shall be placedin the energy analyses account, created in section 8.807, andone-half shall revert to the general revenue fund. The division,in conjunction with the department, shall establish criteria fordetermining projected savings from energy efficiency projects instate buildings. The division, in conjunction with all stateagencies, shall establish criteria for determining the actualsavings which result from a specific energy efficiency project.

2. Beginning January 15, 1997, and annually thereafter, theoffice of administration and the department of natural resourcesshall file a joint report to the house committee on energy andenvironment, the senate committee on energy and environment, ortheir successor committees, and the governor on theidentification of, planning for and implementation of energyefficiency projects in state buildings.
