Majority necessary to a choice in elections.

21.060. In all elections made by either house, or by jointvote of both houses, the vote of a majority of the memberspresent is necessary to a choice. When an election is by jointvote, the president of the senate shall grant the person electeda certificate, which, in all cases where a commission isrequired, is sufficient to authorize the granting of acommission.
