Contingent expenses, how controlled.

21.230. Each house shall control its own contingentexpenses; and when any accounts properly chargeable to the houseof representatives are adjusted and allowed according to therules of that house a certificate shall be granted, signed by thespeaker and attested by the chief clerk; and when any account ordemand for contingent expenses of the senate is allowed accordingto the rules of that house a certificate shall be granted, signedby the president and attested by the secretary.
