Governor shall consider estimates and prepare recommendations--publichearing--final hearing.

33.250. The budget director shall check all estimatessubmitted to see that all information required is included andmay require any additional information from any department. Heshall then submit all estimates to the governor, who may eitherhimself or through the budget director call in any officer of anydepartment to consider the estimates of such department and mayorder any further investigation of any item. The governor shallthen prepare his tentative recommendations on each of theestimates and may hold such further conferences with any officeras he may wish. After the preparation of such recommendationsthey, or a summary thereof, shall be made public and a publichearing thereon may be held by the governor at which any personmay appear and make suggestions as to any item or items orconcerning the budget as a whole. After such hearing, thegovernor shall prepare his final budget for submission to thegeneral assembly.
