34.175. 1. Notwithstanding the provisions of sections 34.170 to34.192 to the contrary, all printing done by any department, agency, orinstitution or entity of the state, whether performed internally orcontracted for, shall use soybean-based inks, so long as the cost of usingsuch inks is no more than ten percent greater than the cost of othercomparable inks. The commissioner of administration shall specify on anycontract for printing let out for competitive bids whether the printing isrequired to be done with soybean-based inks.

2. Where it is cost-efficient and practicable, any document which hasbeen printed with soybean-based inks shall contain somewhere on thedocument the official "soybean-based ink" logo.
