41.090. The governor shall make and publish such regulationsgoverning the organization, discipline and training of themilitia of the state as may be necessary to the efficiencythereof, and such regulations shall have the authority of law,provided that in the case of the national guard, or air nationalguard and naval militia, regulations promulgated by the governorshall conform to the statutes and regulations of the UnitedStates concerning the same.
