Veterans' Historical Education Trust Fund established--deposit andinvestment of funds--use of funds.

42.015. 1. In order to contribute to the preservation of freedom,there is established in the state treasury a special trust fund, to beknown as the "Veterans' Historical Education Trust Fund". The fund shallbe administered by the lieutenant governor for the sole purpose offinancing veterans' education programs established in section 42.014.

2. The director of revenue shall deposit in the treasury to thecredit of the veterans' historical education trust fund all amountsreceived by or designated to the fund established pursuant to this sectionand any other amounts which may be received from grants, gifts, bequests,appropriations, the federal government, or other sources granted or givenfor this specific purpose. The state treasurer shall invest moneys in theveterans' historical education trust fund in the same manner as surplusstate funds are invested pursuant to section 30.260, RSMo. All earningsresulting from the investment of moneys in the veterans' historicaleducation trust fund shall be credited to the veterans' historicaleducation trust fund.

3. As established by this section, funds appropriated by the generalassembly from the veterans' historical education trust fund shall only beused by the lieutenant governor for purposes authorized pursuant to section42.014 and shall not be used to supplant any existing program or service.

4. The provisions of section 33.080, RSMo, requiring all unexpendedbalances remaining in various state funds to be transferred and placed tothe credit of the general revenue fund of this state at the end of eachbiennium shall not apply to the veterans' historical education trust fund.
