Ordinance to establish district--survey and investigation--costestimate required--report of survey public record.

71.792. A business district shall be formed by ordinance ofthe governing body of the city which shall establish the businessdistrict and define its limits. Prior to the establishment of abusiness district the governing body of the city shall conduct asurvey and investigation for the purposes of determining thenature of and suitable location for business districtimprovements, the approximate cost of acquiring and improving theland therefor, the area to be included in the business districtor districts, the need for and cost of special services, andcooperative promotion activities, and the percentage of the costof acquisition, special services, and improvements in thebusiness district which are to be assessed against the propertywithin the business district and that part of the cost, if any,to be paid by public funds. The cost of the survey andinvestigation shall be included as a part of the cost ofestablishing the business district. A written report of thissurvey and investigation shall be filed in the office of the cityclerk in the city and shall be available for public inspection.
