Proceedings of, how kept.
77.090. The council shall cause to be kept a journal of itsproceedings, and the ayes and nays of the members shall beentered on any question at the desire of any two members. Thecouncil may prescribe and enforce such rules as may be necessaryto secure the attendance of its members and the expeditioustransactions of its business.
