May regulate lumber yards--running at large of animals andfowls--provide pounds and impose penalties.

77.510. The council may prescribe limits within the citywithin which no lumber yard or wood yard or coal yard shall bekept, and may regulate, restrain and prohibit the erection ormaintenance of any fence, composed in whole or in part of barbedwire, along or adjacent to any public street, avenue, alley,park, cemetery or other public place. The council may alsoregulate or prohibit the running at large of cattle, hogs,horses, mules, sheep, goats and other animals and domestic geese,ducks, chickens and turkeys, and cause such as may be running atlarge to be impounded and sold in such manner and time as may beprovided by ordinance. The council may also provide penaltiesfor the owners or keepers who shall permit such animals or geese,ducks, chickens or turkeys to run at large. The council may alsoprovide for the erection of all needful pounds, pens andbuildings for the use of the city within or without the citylimits, and appoint and compensate keepers thereof, and establishand enforce rules governing the same. The council may also tax,restrain and prohibit the running at large of dogs, and providefor their destruction when at large contrary to ordinance, andimpose penalties on the owners or keepers thereof.
