Organization may be abandoned--charter may be resumed--procedure.

78.230. Any city which shall have operated for more than sixyears under the provisions of sections 78.010 to 78.420 mayabandon such organization hereunder, and accept the provisions ofthe general law of the state then applicable to the cities of itspopulation, or if now organized under special charter, may resumesaid special charter by proceeding as follows: Upon the petitionof not less than ten percent of the voters casting votes forgovernor in the last preceding general election of such city thefollowing question shall be submitted: "Shall the city of (nameof city) abandon its organization under sections 78.010 to78.420, and become a city under the general law governing citiesof like population, or if now organized under special chartershall resume said special charter?" If a majority of votes caston the question be in favor of such question, the officerselected at the next election shall be those then prescribed bythe general law of the state for cities of like population, andupon the qualification of such officers such city shall become acity under such general law of the state; but such change shallnot in any manner or degree affect the property, right orliabilities of any nature of such city, but shall merely extendto such change in its form of government. The sufficiency ofsuch petition shall be determined, the election ordered andconducted, and the results declared generally as provided bysections 78.260 to 78.290, insofar as the provisions thereof areapplicable.
