Officials--appointment.
78.600. The council shall appoint a city manager, a cityclerk, city assessor and city treasurer; the offices of cityclerk and city assessor may be filled by one person. All otherofficers and employees of the city shall be appointed anddischarged by the city manager, the council to have power to makerules and regulations governing the same.
