82.470. Any constitutional charter city in this state ofmore than seven hundred thousand population may rent, lease andimprove property, or acquire property by gift, purchase,exchange, or by the exercise of the power of eminent domain inthe manner provided by law for the condemnation of land, exceptresidential property, for street purposes in such municipality,and may construct, install or equip buildings and facilitiesthereon for parking motor vehicles, and may lease such propertyand facilities to others for parking motor vehicles, and mayauthorize the making of a charge for the use of such property andfacilities for such purpose; provided, however, such municipalityshall not dispense or furnish or allow any lessee or occupant todispense or furnish, upon or in connection with any property orfacility acquired or operated pursuant to this section anyproduct or service other than the parking of motor vehicles; andprovided further, that the city shall advertise for competitivebids before renting or leasing property for the purpose ofparking motor vehicles and shall rent or lease such property tothe highest bidder.
