Board of police--requisitions--claims (Kansas City).

84.780. 1. The secretary of the police board, as agent ofthe board, is hereby authorized to requisition semimonthly uponthe chief finance officer of the city such sum, within the limitsof the annual appropriation, as may be necessary for that period,which sum shall be allocated by said officer and placed to thecredit of the police department hereby created.

2. All claims against the police department shall beapproved for payment by the secretary of the board before paymentthereof. No claim shall be certified by the secretary as beingentitled to payment unless:

(1) Such claim is a valid claim against the department;

(2) The chief of police or a division head shall havefurnished proof as to the receipt of the materials or performanceof the service involved and as to other facts establishing theliability of the department;

(3) All such claims, payrolls, and bills shall have beenexamined by him and found to be in proper form and correctlycomputed.

3. Payrolls for salaries or compensation shall also bear thecertificate of the chief, or the proper officer at the directionof the chief, that the names of the persons named therein appearin the personnel records as officers or employees of such policedepartment.

4. The claims, when so certified, shall be paid by theproper disbursing officer of the city within ten days after beingcertified out of any moneys in the city treasury not appropriatedto the specific purposes enumerated in section 84.730. Theamount of the claims and salary rolls so certified shall notexceed, in any one year, the limitations set forth in section84.730. The chief finance officer or other disbursing officer ofthe city shall in no wise be held liable, either personally orofficially, for the payment of any claims which are properlycertified by the police department to them for payment, and itshall not be their responsibility to pass upon the validity ofthe claims so properly certified to them.
