Treasurer of city to be custodian of funds--vouchers.
86.113. The treasurer of the said cities shall be thecustodian of the several funds. All payments from said fundsshall be made by him only upon vouchers signed by two personsdesignated by the board of trustees. A duly attested copy of theresolution of the board of trustees designating such persons andbearing on its face specimen signatures of such persons shall befiled with the treasurer as his authority for making paymentsupon such vouchers. No voucher shall be drawn unless it shallpreviously have been allowed by resolution of the board oftrustees.
