Sidewalk improvements--cost, how paid (fourth class cities).

88.710. The board of aldermen shall have power, byordinance, to provide for and require the building and repairingof sidewalks and sidewalk curbing along any streets, avenues orhighways of such city, the cost thereof to be levied as a specialassessment on all lots or pieces of ground abutting on suchimprovements in proportion to the front foot thereof, and toimpose a fine and penalty for the violation of such ordinance.Corner lots shall be liable for the extension of curbs andsidewalks to the curb lines each way.
