Board--powers and duties.

96.240. Said board shall have power to make all suitableprovisions for the relief, maintenance and support of allindigent persons within said cities, and to make suitableprovisions for the care and maintenance of the sick dependentsand those who are unable to support themselves; to enforce thelaws of the state, the ordinances of said cities, in regard tothe indigent, and to make such rules and regulations in theconduct of its business not inconsistent with the laws of thestate of Missouri, and the ordinances of said cities; torecommend to the common council of said cities the passage ofsuch ordinances as said board may deem necessary for the welfareof the indigent of said cities. The board shall have the powerto employ and discharge all persons or officers in their judgmentnecessary to carry on the work over which said board is givenjurisdiction or control. Said board shall further have power toenter into cooperative arrangement with state or county agencies,or with charitable and philanthropic associations in order betterto promote the objects of its work. Said board may act as agentfor the county superintendent of public welfare within the limitsof the city, under such arrangements as may be made jointly bythem.
