Admission.

96.350. The board of directors shall have power to make allnecessary rules and regulations for the admission of children tosaid home, but no child shall be admitted thereto who has notbeen a bona fide resident of said city for a period of not lessthan three months next immediately preceding his admission tosaid home, and in the admission of children, preference shall begiven to those whose parents are both dead or who have abandonedthem; provided, that no religious or sectarian requirement shallever be made for such admission.
