Regional authority--creation--area of operation increased, how.

99.360. 1. If the governing body of each of two or morecommunities declares, by resolution or ordinance, that there is aneed for one land clearance for redevelopment authority to becreated for all of such communities, and has made the findingsrequired by subdivision (2) of section 99.330, a public body,corporate and politic, to be known as a regional land clearancefor redevelopment authority (herein referred to as regionalauthority or authority) shall thereupon exist for all of suchcommunities and may exercise the powers and other functions of anauthority under this law in such communities.

2. The area of operation of a regional authority shall beincreased from time to time to include one or more additionalcommunities if the governing body of each of such additionalcommunities adopts the resolution or ordinance described insubsection 1 of this section and makes the findings required bysubdivision (2) of section 99.330, and the commissioners of theregional authority consent to the inclusion within its area ofoperation of such additional communities.
