Projects to be authorized by general assembly, exceptions.
108.906. With the exception of those projects involving therepair, replacement or maintenance of state buildings orfacilities for which at least twenty percent of any year'sappropriations from the fund are reserved as provided in section108.905, no project proposed to be funded from the third statebuilding fund shall be commenced unless the general assemblyshall first have specifically authorized such undertaking bypassage of legislation apart from its ordinary appropriationprocess.
