137.072. It is the intent of the general assembly underauthority of section 10(c) of article X of the Constitution ofMissouri that a political subdivision, including a schooldistrict, may increase its tax rate ceiling by a vote of itsgoverning body in any year in which the assessed valuation of thepolitical subdivision is reduced due to changes in value underthis subdivision, provided such increase in tax rates does notexceed a rate limit specified in statute or the constitution orlevels previously approved by voters.
