Funds not state revenues.
166.455. Money accruing to and deposited in individual savingsaccounts shall not be part of "total state revenues" as defined in sections17 and 18 of article X of the Constitution of the state of Missouri and theexpenditure of such revenues shall not be an expense of state governmentunder section 20 of article X of the Constitution of the state of Missouri.
