Indebtedness, how paid.

174.210. Each board shall, at its annual meeting, providefor the payment of any indebtedness of its college, and for thatpurpose it shall set apart all moneys derived from incidental orother fees paid by students to the payment of the following:

(1) The incidental expenses of the college; and

(2) The payment of such indebtedness; and until suchindebtedness shall be fully paid off no part of the fund derivedfrom incidental fees shall be used for the payment of professors,teachers or other officers or employees of such college, norshall the board, until such indebtedness be fully paid, make anycontract for the hire, employment or payment of professors,teachers or other officers or employees of such colleges thatwill require a greater sum of money for the annual paymentthereof than the amount of the appropriation by the state for thesupport of such college for that year.
