191.858. At such time that federal funds are no longer providedpursuant to the Technology-Related Assistance for Individuals withDisabilities Act, as amended, the council shall be assigned to the officeof administration as if by a type III transfer, as this term is defined inparagraph (c) of subdivision (1) of subsection 7 of section 1 of theomnibus state reorganization act of 1974. The council may not take anyofficial action after the assignment to the office of administration unlessor until funds are specifically appropriated by line item to fund theactions of the council and to provide the staff and expenses necessary tocarry out the official duties and responsibilities of the council.
