Department may appoint monitor.
198.103. In any situation described in section 198.099, thedepartment may place a person to act as a monitor in thefacility. The monitor shall observe operation of the facilityand shall advise it on how to comply with state laws andregulations, and shall submit a written report periodically tothe department on the operation of the facility.
