205.378. Every inmate in a public institution in allcounties of the first class not having a charter form ofgovernment, except those incarcerated in a jail, correctional orpenal institution, who is not a pauper, shall pay to such countya reasonable compensation for occupancy, nursing care, medicineor attendance, in such amount as determined by the countycommission, provided that it shall be lawful for such county, towhich such person shall become chargeable, to sue for and receiveany real or personal estate and take charge and dispose of anypersonal property belonging to such person and apply theproceeds, or so much thereof, as is necessary to defray the costof support and maintenance of such person.
