Educational needs of certain children under juvenile courtjurisdiction, departments to conduct a study--report, contents.

211.015. 1. For the purpose of promoting and improving the social,emotional, and educational welfare of pupils under the jurisdiction of thejuvenile court or family court under subdivisions (1), (2), or (5) ofsubsection 211.031, the department of elementary and secondary educationshall, in conjunction with the department of social services, conduct astudy to determine the means of ensuring that such children's educationalneeds are met in terms of setting and amount, and submit a report on thestudy to the governor and Missouri general assembly on or before November1, 2007.

2. The report shall include, but not be limited to, the following:

(1) Recommendations relating to detailed procedures and timetables todetermine the appropriate amount of hours in a school day for the specificchild;

(2) Recommendations on determining the appropriateness of theeducation for such children described under this section who do not haveindividualized education programs or are without a pending referral forspecial education services; and

(3) Recommendations for determining the responsibility, financial orotherwise, among either the local school district and child-placing agencyor both as to the proper and timely placement of such children in anappropriate educational setting.
