Taxpayers may petition for bridge, when.

234.060. Whenever twelve resident taxpayers in any townshipor townships petition the county commission for a bridge upon anypublic road in such township or townships, giving the name of thestream and the locality of the contemplated bridge, and thecitizens of the township or townships raise one-half theestimated cost of such bridge and deposit such amount with thecounty treasurer and certify the fact to the county commission,the commission shall immediately make an appropriation for theother half; provided, sufficient funds are on hand in the countytreasury or will be available out of the taxes collected for suchyear and not previously set apart for other purposes.
