Certification of levy to county commission--election on increasedrate.

247.470. 1. On or before the first day of May of each year,the board shall certify to the county commission of the countywithin which the district is located a rate of levy so fixed bythe board as provided by law, with directions that at the timeand in the manner required by law for levy of taxes for countypurposes such county commission shall levy a tax at the rate sofixed and determined upon the assessed valuation of all thetaxable tangible property within the district, in addition tosuch other taxes as may be levied by such county commission.

2. If the board thereafter in any year fixes and determinesby resolution of the board a rate of levy in excess of fifteencents per one hundred dollars valuation or of the rate approvedby a vote of the majority of the voters of the district votingthereon, as provided herein for general purposes, then the boardshall order the submission of the question of levying a tax ratein such increased amount to the voters of the district in thesame manner so far as practicable as is provided for thesubmission of the question to create a bonded indebtedness. Suchresolution of the board shall also fix the date upon which theelection is to be held.

3. The question shall be submitted in substantially thefollowing form:

Shall the ......... metropolitan water supply district beauthorized to levy an annual rate of taxation not exceeding......... cents per one hundred dollars assessed valuation forgeneral operating purposes?
