Establishment of first county council.
262.580. If a council is established in any county nothaving a county agricultural extension council created under theprovisions of section 262.561, RSMo 1959, the university shall doall acts and things required to be performed by the councilincidental and necessary to the establishment of the firstcouncil within the county.
