Director to promulgate standards--rulemaking, procedure.
265.020. In order to promote, protect, further, and develop theagricultural interests of this state the director is hereby authorized andempowered after investigation and public hearing to fix and promulgaterules for grading and classifying any or all agricultural products grown orproduced in this state and to fix and promulgate rules for containers offarm products and change any of them from time to time. No rule or portionof a rule promulgated under the authority of this chapter shall becomeeffective unless it has been promulgated pursuant to the provisions ofsection 536.024, RSMo.
