Powers and purposes of councils.

275.310. Producers of agricultural commodities are herebyauthorized to organize commodity merchandising councils toestablish orderly, fair, sound and efficient markets and tomaintain, develop and expand markets for agricultural commoditiesproduced in Missouri and to increase the use and consumption ofthese products. The councils organized under the provisions ofsections 275.300 to 275.370 and with the aid of the state may:

(1) Provide for uniform and proper preparation ofagricultural commodities for market;

(2) Provide means and methods for the maintenance of presentmarkets and for development of new or larger markets, bothdomestic and foreign, for agricultural commodities producedwithin the state;

(3) Eliminate or reduce waste in the marketing or use, orboth, of agricultural commodities; and

(4) Restore and maintain adequate purchasing power for theagricultural producers of this state. Provided, however, thatany commodity merchandising council organized hereunder shall notundertake to establish, promulgate or fix the price of anycommodity or in any way limit the production of any commodity.
